A Classic Sandbagger – The Congressional Budget Office

Everyone knows a golfer who sandbags his handicap. I know one who is notorious, but I better not call him out publicly. I would never do such a thing.

According to the Commonwealth Fund, the Congressional Budget Office is a world-class sandbagger. having historically underestimated savings from major health care legislation. The Commonwealth Fund’s report, which is found here, looked at the CBO’s record in estimating the cost of health care legislation to the government.

To do so, CF researchers reviewed CBO scoring of major reform legislation enacted during the past three decades, including the prospective payment system for hospitals in the 1980s, the Balanced Budget Act of the 1990s, and the Medicare Modernization Act of 2003.

According to the CF, in contrasting actual spending with predicted spending, the CBO, in all three cases, substantially underestimated savings from these reform measures.

I wonder how badly the CBO has lowballed the current bills?
